March 31, 2023 Kan She Shares Successfully won the bid. The “New Development Bank Loan for the Guizhou Province Interconnected Rural Transportation Infrastructure Project Management Consulting Service” has achieved a breakthrough in domestic business related to projects financed by loans from international financial institutions and foreign governments (hereinafter referred to as “foreign loan projects”).

Foreign Loan Project Since the project is financed by loans from international multilateral development banks (MDBs), its assessment and management processes typically follow international standards. It falls under the category of international engineering and has a certain scale in the domestic engineering market. The New Development Bank (NDB) is a multilateral development bank jointly established in 2014 by Brazil, Russia, India, China, and South Africa. New Development Bank Loan for Guizhou Province’s Interconnected Rural Transportation Infrastructure Project This project, funded by a loan from the New Development Bank, aims to upgrade and modernize rural transportation infrastructure in four counties within the Qiannan Buyei and Miao Autonomous Prefecture in Guizhou Province. The total investment for the project is approximately 1.52 billion yuan, of which 200 million U.S. dollars (about 1.28 billion RMB) comes from the New Development Bank’s loan. The construction sites are located in the four counties of Ceheng, Wangmo, Qinglong, and Zhenfeng in Qiannan Prefecture. The main tasks of the project management consulting services won by Kan She Shares include financial management consulting related to international multilateral development banks, reporting and liaison, institutional capacity-building and technical assistance, contract management consulting, project performance monitoring, environmental and social impact management, and translation services.

In recent years, affected by the COVID-19 pandemic, the development of overseas business has been subject to numerous constraints. In the course of developing foreign loan projects, we actively study and gain a thorough understanding of the relevant policies and regulations issued by the national authorities responsible for foreign loans as well as those of international multilateral development banks. Leveraging our many years of experience in overseas operations and our strong language skills, we proactively engage in project evaluation and consulting, preparation of funding application reports, and follow-up on project management consulting, striving to expand our scope of work. Going forward, the Overseas Business Division will continue to provide follow-up services—including preliminary consulting, project management consulting, smart platform development, surveying and design, environmental protection, and testing and inspection—for other foreign-funded projects within the province. We aim to achieve further breakthroughs in foreign-funded project business and, at the same time, lay a solid foundation for developing foreign-funded projects outside the province in the future.
