On September 9, Zhang Ying, a member of the Party Working Committee and Deputy Director of the Management Committee of the High-tech Zone, visited Guizhou Provincial Transportation Planning, Surveying and Design Research Institute Co., Ltd., a company located in the zone, to deliver a briefing on the spirit of the Third Plenary Session of the 20th Central Committee of the Communist Party of China and the spirit of the Fifth Plenary Session of the 13th Provincial Party Committee, and to conduct a field study on grassroots Party building.

In her briefing, Zhang Ying pointed out that the Third Plenary Session of the 20th Central Committee of the Party is a milestone event held at a critical juncture when we are comprehensively advancing the great cause of building a strong country and national rejuvenation through Chinese-style modernization. We must regard studying, publicizing, and implementing the spirit of the Third Plenary Session of the 20th Central Committee as a major political task for the present and the period ahead. We need to deeply understand the profound significance, overall requirements, key measures, and fundamental guarantees of further deepening reform in a comprehensive manner and promoting Chinese-style modernization. We should integrate the study and implementation of the spirit of the Plenary Session with our study and comprehension of General Secretary Xi Jinping’s series of new ideas, new perspectives, and new judgments on comprehensively deepening reform. We must resolutely align our thinking and actions with the decisions and deployments of the Plenary Session, and more consciously demonstrate our ideological commitment, practical actions, and tangible results in wholeheartedly upholding the “Two Establishments” and faithfully practicing the “Two Safeguards.”

Zhang Ying emphasized that we must closely focus on the goals and tasks set forth at the plenary session, zero in on major provincial, municipal, and district-level plans and key tasks, ground our work in reality, conduct thorough research, and proactively advance reform initiatives in our respective fields. We must attach great importance to strategic planning, adopting systems thinking, complementary measures, and sustained action to fully grasp the requirements of reform, develop detailed implementation plans, ensure clear assignment of responsibilities, strengthen supervision and follow-up, and strive for tangible results. We must reinforce the Party’s leadership over further comprehensive deepening of reform, enhance the political and organizational functions of enterprise Party organizations, and organize Party members to study and implement the spirit of the plenary session thoroughly and comprehensively. This will bolster confidence, unite hearts, and forge a shared sense of purpose, enabling us to unswervingly listen to the Party, be grateful for its kindness, and follow its lead.

On that day, Zhang Ying conducted a research visit to the company, examining its Party building efforts and business development. She gained a detailed understanding of the company’s work in areas such as creating distinctive Party-building brands, fostering innovation and overcoming challenges within its workforce, and cultivating scientific research talent. She encouraged the company to remain firmly guided by Party building, leveraging its industrial, technological, and managerial strengths to seize early opportunities and win market share through advanced technologies and innovative processes. She emphasized the importance of deeply integrating Party-building work with corporate development, promoting Party members to take the lead in technological breakthroughs and on-the-ground production, and ensuring that Party-led initiatives ultimately translate into enhanced productivity and competitiveness. She also stressed the need to focus on innovation and actively seize the opportunities presented by the coordinated development of the “Four Cities” and the expansion and upgrading of Guizhou Science City. The company should proactively integrate into the development of Guizhou Science City, attract and nurture a group of high-level talents, establish well-equipped postdoctoral workstations and academician workstations, strengthen its own research capabilities, refine and optimize its core business, expand cooperation across the entire industrial chain, and secure a leading position in development.
