2018 Year 6 Moon 11 day ~6 Moon 15 On [date], the consultation and evaluation meeting for the feasibility study report of the “Guizhou Province Wudang (Yangchang) to Pingtang Expressway” project was held in Guiyang. Relevant departments including the Provincial Development and Reform Commission, the Provincial Department of Transportation, the Provincial Department of Natural Resources, and the Provincial Department of Environmental Protection, as well as related cities and prefectures such as Guiyang and Qiannan Prefecture, participated in the meeting. Also attending were the Planning Research Institute of the Ministry of Transport (the consulting agency) and our company’s Planning and Consulting Branch (the drafting agency). The participants also conducted a site inspection.

The proposed Guizhou Province Wudang (Yangchang) to Pingtang Expressway is an integral part of the “Optimization and Adjustment Study on the Guizhou Province Expressway Network Plan (Encryption Plan)” and occupies a crucial position within the regional road network. The construction of this project is of great significance for perfecting the national and regional road networks, enhancing Guizhou’s role as an important land transportation hub in southwest China, advancing the strategy of building a transportation powerhouse, achieving high-quality development in the transportation sector, accelerating the development of the Central Guizhou Economic Zone, making a decisive push in the battle against poverty, realizing the goal of building a moderately prosperous society in all respects synchronously, and promoting the rapid development of regional tourism. The route recommended in the “Report” starts at Yangchang in Guiyang, connects to the proposed West Ring Road of Guiyang and the already-built Guizhou-Zunyi Duplicate Highway, passes through Guiding, Longli, and Pingtang, and ends at Sizhai Town in Pingtang County, where it connects to the proposed Huiping Expressway. The expert panel believes that the content and depth of the submitted “Report” comply with the requirements of the current Ministry-issued “Measures for Preparing Feasibility Study Reports for Highway Construction Projects.” The project’s construction is both necessary and feasible, and the panel recommends further supplementary revisions to the project based on its specific comments.

In the next phase of work, the Planning and Consulting Institute will further supplement and refine the engineering feasibility study report based on the comments and suggestions provided by the expert panel, striving to obtain formal approval at an early date.
