On July 28, 2020, the review meeting for the “Smart Transportation Special Report” on the feasibility study of the capacity expansion project for the Guiyang to Anshun section of the Shanghai-Kunming National Expressway—jointly organized by the Guizhou Provincial Development and Reform Commission and the Department of Transport—was held in Guiyang and successfully passed the review.

This special review meeting brought together an expert panel consisting of Chen Zhihong, Director of the Information and Technology Support Division at the Road Network Monitoring and Emergency Response Center of the Ministry of Transport; Li Keqiang, Chief Scientist at the National Intelligent Connected Vehicle Innovation Center and Professor at Tsinghua University; Chen Yanyan, Dean of the School of Urban Transportation at Beijing University of Technology and Director of the Key Laboratory for Intelligent Public Transit under the Ministry of Transport; as well as 14 experts from institutions including Southeast University, Chang’an University, China State Construction Design & Engineering Corporation, Zhejiang Provincial Institute of Transportation Planning and Design, China Merchants Bureau Chongqing Transportation Research & Design Institute, and Baidu. The panel conducted a thorough evaluation and discussion on the project’s necessity, construction content, implementation plan, and investment estimates.

The expert panel believes that the Gui'an Smart Expressway, as an integrated infrastructure project, plays a fundamental, pioneering, strategic, and service-oriented role. It is one of the landmark projects in Guizhou Province’s pilot initiative for building a transportation powerhouse. The project will yield a set of replicable and scalable achievements in the field of smart expressways, driving the upgrading of traditional transportation industries and facilitating the transition from old to new growth drivers. This will effectively boost the development of the province’s transportation sector and hold great significance in establishing Guizhou Province—and even the entire country—as a model demonstration for smart expressways. The expert panel assessed that the project’s content is systematic and comprehensive, its proposed solutions are fundamentally reasonable and feasible, and its implementation schedule and investment estimates are broadly appropriate. The panel unanimously approved the project, and it has successfully passed the review.

The successful convening of this review meeting is of great significance for Guizhou to further develop the top-level design and overall deployment of smart expressways, accelerate the establishment of a smart expressway standards system, and strengthen research and development of key technologies as well as studies in priority areas. Through the construction of the Gui'an Smart Expressway, Guizhou’s transportation sector will acquire new capabilities, give rise to new business models, adapt to new developments, and provide robust support for the building of a transportation powerhouse—Guizhou’s contribution to this national endeavor.
