To further advance Guizhou’s efforts in building a transportation powerhouse and implementing its big data development strategy, enhance the overall quality and service standards of the highway industry, ensure efficient operation of networked toll collection, and achieve scientific, refined, intelligent, and standardized management, eight organizations—including the Guizhou Provincial Highway Networked Toll Collection Management Center, the Guizhou Provincial Highway Monitoring and Emergency Response Center, and Guizhou Provincial Transportation Planning, Survey & Design Research Institute Co., Ltd. (hereinafter referred to as “Kanshe Shares”)—have jointly applied to establish the Guizhou Provincial Smart Highway Management Big Data Innovation Center (hereinafter referred to as the “Innovation Center”). This application has been approved by the Guizhou Provincial Big Data Bureau. The Innovation Center’s Operation and Maintenance Monitoring Research Office is located at Kanshe Shares and is primarily responsible for the construction of the ETC gantry operation and maintenance monitoring service center. Its key research areas include the monitoring and application of operation and maintenance data.
To better accomplish the work of the innovation center, proceed... To further enhance the quality of ETC gantry operation and maintenance monitoring services, a unveiling ceremony for the “Guizhou Province ETC Gantry Operation and Maintenance Monitoring Service Center and the Operation and Maintenance Monitoring Research Lab of the Guizhou Province Expressway Intelligent Management Big Data Innovation Center” was held on the afternoon of May 20, 2021. The leaders attending the unveiling ceremony of the Innovation Center included:
Kang Hourong, Second-Level Inspector of the Guizhou Provincial Department of Transport; Rui Jin, Deputy Director of the Department’s Transportation Division; Zhang Xiaozhong, Researcher at the Department’s Construction and Management Division; Dong Xiang, Deputy Director of the Department’s Science and Technology Division; Yang Lin, Deputy Director of the Guizhou Transportation Information and Emergency Command Center (Guizhou Provincial Road Network Center); Zhang Tao, Director of the Guizhou Expressway Networked Toll Collection Management Center; Jia Long, Secretary of the Party Committee of Kan She Co., Ltd.; and others.

To fulfill our bidding commitments and enhance the operational and maintenance service level of the ETC gantry system, our company has invested over 23.5 million yuan and allocated a facility space of more than 970 square meters. The construction of the Guizhou Province ETC Gantry Operation and Monitoring Service Center is undertaken by Guizhou Hongxinda High-Tech Co., Ltd., our wholly-owned subsidiary responsible for information technology. Built on a comprehensive architecture of “endpoint + cloud + data mid-platform,” the center has established an ETC gantry operation and monitoring management system featuring precise monitoring, intelligent management, and dynamic control. In addition, the center is staffed with a dedicated team of monitoring personnel who provide round-the-clock operation and monitoring services. With the support of this pilot-run center, the province-wide centrally-built ETC gantry system has been operating smoothly. As of April 2021, the province’s three connectivity rates have consistently remained at 100%, the two upload timeliness rates have consistently stayed above 99.5%, and all five assessment indicators have reached or exceeded the 99% threshold required by the Ministry of Transport. Overall, the province’s operational and maintenance performance ranks among the top in the country.

Kang Hourong, a second-level inspector at the Guizhou Provincial Department of Transport, who attended the unveiling ceremony, stated that the establishment of the Guizhou Province ETC Gateway Operation and Monitoring Service Center—as well as the Operation and Monitoring Research Office of the Guizhou Province Smart Highway Management Big Data Innovation Center—holds positive significance for the overall development of smart transportation, particularly in terms of highway toll management, service provision, and even industrialization. He also provided guidance on the center’s work: First, we must seize opportunities and earnestly implement General Secretary Xi Jinping’s important remarks during his inspection of Guizhou: “We must seize new opportunities in implementing the digital economy strategy,” fully leveraging our data resources to drive development in transportation management, transportation services, and the transportation industry, opening up tremendous potential for the future. Second, I hope the innovation center will pursue a path of open cooperation; when necessary, it should join forces with experts from within and outside the province, as well as from home and abroad, in big data and related fields, working together to cultivate this promising area. Finally, while maintaining safety as a top priority, we should further integrate and open up ETC data along with other data sources to unlock even greater value. We hope that this center will definitely make better use of ETC data, create new and improved business models and formats, and make an even greater contribution to the industry’s transformative development!

The subsequent construction objectives will be implemented in three phases—short-term, medium-term, and long-term—based on actual conditions. Specifically: the short-term goal is to achieve intelligent management and services for expressways by leveraging the integration of information technology and intelligence as a key support; the medium-term goal is to foster synergistic services across various expressway systems and realize intelligent management, services, and decision-making through mobile interconnectivity and data-driven innovation in management and service delivery; and the long-term goal is to fully implement big data applications in expressway management operations, modernize governance capabilities within the expressway industry, and enhance the precision of management and the quality of customer services.
