In recent years, under the leadership of the great Communist Party of China, surveyors and designers have leveraged their accumulated technological and talent advantages in the highway sector to actively expand their surveying and design services into the municipal engineering field. They have thus paved countless broad and smooth avenues that connect cities with their dreams, striving to unblock the city’s “Ren and Du meridians.”

Project Overview
The northern section of Huaguan Road in Guiyang City starts at Guanzhou Bridge near the Guizhou Provincial Party Committee and ends at the Nanyueshan Interchange on Zhonghuan Road. The road is designed to meet the standards for a dual-lane, six-lane urban arterial highway, with a design speed of 60 kilometers per hour and a subgrade width of 40 meters. It was completed and opened to traffic in December 2018.
The northern section of Huaguan Road is a newly planned urban arterial road in Guiyang City. As part of the road reconstruction and expansion project for Guiyang’s central urban area, it serves as a rapid north-south transportation corridor. The project faces complex construction conditions and numerous interfering factors. Adhering to the principles of efficiency, economy, aesthetics, convenience, and smart technology, the design team is striving to create a landmark urban landscape avenue.
Intersection of Shinan Road and Jiefang Road
Technical Features
(1) Improve the three-dimensional transportation system and enhance the quality of road services.
In terms of design, the overlapping intersections of Guanzhou Bridge, Bapaba Street, and Jiarun Road have been adjusted to form a four-way intersection. Additionally, interchanges have been added at GuiGang Second Road and Guihui Avenue, and four underground passages have been constructed, creating a relatively complete three-dimensional transportation system that significantly enhances road capacity. After the project is completed, the travel time from Guanzhou Bridge near the Provincial Party Committee to the Huaxi State Guesthouse will be reduced from the original 45 minutes to 20 minutes.
(2) Implement refined, full-process design to minimize disruptions to the surrounding area caused by road reconstruction and expansion.
The project is located in the central urban area and involves the renovation and expansion of the former Bapa Street and Jiarun Road. In terms of the design, the project fully avoids the firewater reservoir of the Southern Power Grid, effectively protecting the municipal-level cultural relic—the Gao Zhang Clan’s Pavilion of Filial Piety and Moral Integrity. It also passes beneath the Middle Ring Elevated Bridge, bypasses the facilities of the Provincial Military Region, connects to the Provincial Military Region’s gas station and the Shougang Zhi Guang underground facilities, and relocates the main drainage trunk line—the Hongqiao Drainage Canal—to create favorable conditions for the future construction of Metro Line 4 passing underneath the project site. Furthermore, the project adopts meticulous control over vertical elevations and makes full use of the existing roadbed and pavement base layers.
As an important gateway for entering and exiting the city, Jiayun Road requires construction to proceed without disrupting traffic. In particular, for deep excavation and bridge construction, we made full use of the nearby Suicao Road and meticulously developed a detailed traffic diversion plan. During the construction period, we ensured that the average travel time on the northern section of Huaguan Road remained at 10 minutes, providing a reliable guarantee for smooth traffic flow.
(3) Actively adopt new technologies for green urban development to enhance the quality of road operations.
Streetlights are equipped with NB-IoT communication modules to enable intelligent control of individual lights. The road surface is constructed using rubber-modified asphalt, which extends the service life of the asphalt pavement, effectively reduces road noise by 6 decibels, and lowers the overall unit cost of the pavement by 5%. The lane markings utilize MMA two-component high-visibility markings, increasing the retroreflective brightness coefficient by 30 candelas per lux per square meter, thereby significantly enhancing driving safety in rainy and nighttime conditions. All of these advanced technologies represent first-time applications on urban roads in Guiyang City.

Meaning and Effectiveness
The completion of the project has spurred urban renewal, addressed traffic congestion on key road sections, reduced travel time from the main urban area to Huaxi District, and enhanced residents’ sense of well-being. The project holds great significance for expanding the city’s development space, optimizing its functional layout, and improving its overall capacity. The project was awarded the First Prize of the “2022 Guizhou Province Outstanding Survey and Design Award” by the Guizhou Provincial Engineering Survey and Design Association.
