Feasibility Study for the Duyun to Anshun Section of the Duyun-Shangri-La National Expressway

Recently, the industry consultation and evaluation meeting for the feasibility study of the Duyun to Anshun section of the Duyun-Shangri-La National Expressway was held in Guiyang. Relevant units including the Provincial Department of Transport, the Provincial Development and Reform Commission, the Provincial Environmental Protection Department, the Provincial Forestry Department, and Guizhou Highway Group, as well as departments from Qiannan Prefecture, Anshun City, and Gui'an New Area, along with experts and representatives from Beijing Huaxie Transportation Consulting Co., Ltd., attended the meeting and conducted on-site inspections.
The main route of this project originates in Duyun, connecting with the Shuikou-to-Duyun section of the Xiarong Expressway at Wuyang in Wangsi Town. Heading south, it intersects with the Dunxin Expressway in Heyang Township and then passes through Maojian Town in Duyun, Yaoshang in Guiding, Yunwu Town, Gangdu in Huishui, Baijin, the southern part of Huishui County seat, Dalong, Baitang and Xinzhai in Changshun, before entering Anshun territory. It bypasses the southwestern edge of the Longgong Scenic Area via Yangwu, Jichang, and Yanla, and finally terminates at Yangjiashan in Zhenning County, where it intersects with the Shanghai-Kunming Expressway and connects to the Zhenning-to-Liuzhi section of the Duyun-Shangri-La Expressway. The total length of the main route is 217.898 kilometers. In addition, two branch lines—the Duyun Branch and the Gui'an Branch—are being constructed. The Duyun Branch starts at Yangliujie in northern Duyun, where it connects with the Lanhai Expressway, and runs via Yanglie and Bagu to its terminus at Wuyang, where it joins the main route; its length is 42.269 kilometers. The Gui'an Branch, with a length of 22.764 kilometers, starts at Caobai, where it connects with the Huaxi-to-Anshun Expressway, and continues via Guangshun before joining the main route at Baitang, located 7 kilometers northeast of Changshun County seat. The project’s key control points include: the starting point at Wangsi (Wuyang), intermediate points at Heyang, Yunwu, Huishui, Dalong, Changshun, and Yangwu, and the terminal point at Yangjiashan in Zhenning County. This project represents the first segment of the newly added Duyun-Shangri-La National Expressway (G7611) as outlined in the “National Highway Network Plan (2013–2030).” It also forms part of the “Fifth Horizontal” and “Sixth Connecting” routes in Guizhou Province’s “Guizhou Provincial Expressway Network Plan.” The implementation of this project is of great significance for perfecting the layout of the national expressway network, accelerating the development of the Gui'an New Area—the fifth major new development zone in the western region—and establishing a golden tourism corridor in Southwest China.
After listening to our company’s report, the expert panel concluded that the content and depth of the submitted “Report” comply with the requirements of the current Ministry-issued “Measures for Preparing Feasibility Study Reports for Highway Construction Projects,” and that the project’s construction is both necessary and feasible. The panel also recommended further detailed analysis and justification regarding the timing of the project’s construction, the necessity of building the Duyun branch line and the Gui’an branch line, as well as a comparative evaluation of certain route options.
Currently, our company has refined the engineering feasibility study report based on the comments and suggestions provided by the expert panel. The project has already passed the relevant review and is awaiting formal approval. (Miao Zhuang, Yang Jing)
