On the afternoon of December 2, 2017, the Highway Service Area Working Committee of the Guizhou Provincial Highway Society (hereinafter referred to as the “Service Area Working Committee”) The inaugural meeting and the first plenary committee meeting were held in the company’s 17th-floor conference room. and hold the unveiling ceremony for the Service Area Working Committee. 。 The meeting was attended by over 70 participants, including Jiu Rongyun, Deputy Secretary-General of the China Highway Society; Zhang Qunli, a director-general-level official at the Guizhou Provincial Department of Transport and Chairman of the Guizhou Highway Society; Zhu Yongxian, Deputy Director of the Creation Office of the Guizhou Provincial Department of Transport and Party Secretary of the Guizhou Expressway Administration; Li Xin, Head of the Academic Affairs Department of the Guizhou Association for Science and Technology; Chen Jianlei, Deputy Director of the Infrastructure Management Division of the Guizhou Provincial Department of Transport, along with other relevant leaders. Also in attendance were representatives from Guizhou’s highway service area operation and management entities, survey and design firms, operating enterprises, higher education institutions, as well as experts and scholars from various fields within the industry.

The Service Area Working Committee was established under the leadership of the Guizhou Provincial Highway Society. It is a specialized committee composed of experts and scholars from various institutions, including Guizhou Province’s highway service area industry management agencies, construction and management entities, operation and management entities, operating enterprises, survey and design institutes, research institutes, and higher education institutions. Guided by the principle of "serving managers, serving builders, serving operators, and serving consumers," the Service Area Working Committee closely unites all stakeholders in the industry, providing a professional exchange platform for those involved in Guizhou’s highway service area sector and promoting the rapid and orderly development of Guizhou’s highway service area undertakings.

Zhang Qunli, Chairman of the Guizhou Provincial Highway Society, delivered a speech at this conference, congratulating the establishment of the Service Area Working Committee. In outlining the strategic plan for the sustainable development of the Service Area Working Committee, he emphasized that the committee’s starting point and ultimate goal should be to set a good example and provide excellent service. He urged the committee to seize new opportunities, adapt to the evolving situation, strengthen its functions, refine its service approaches, overcome difficulties, achieve breakthroughs, and carefully formulate work strategies from multiple angles and in all dimensions. He also called on the committee to play a “leading role” and fully showcase the “colorful charm of Guizhou.” · The new image of “Zui Mei Expressway.”

Zhu Yongxian, Party Secretary of the Guizhou Provincial Expressway Administration, addressed the current situation faced by highway service areas in our province and proposed exploring new markets and building distinctive brands by strengthening brand development, enhancing standardized management, and intensifying exchanges and cooperation. He emphasized the importance of adopting a development philosophy that puts customers and service first, adhering to the approach of "one area, one distinctive feature; one area, one brand," integrating regional culture, ethnic cultures, and artistic characteristics, and actively exploring innovative operational and management models. He also stressed the need to "go global while attracting external expertise," rally social forces, cultivate more high-level management talent, and leverage the platform provided by the Highway Service Area Committee to jointly build distinctive service area brands.

Li Xin, Head of the Academic Affairs Department of the Guizhou Provincial Association for Science and Technology, expressed high appreciation for the timeliness and foresight of the establishment of the Service Area Working Committee just after the successful conclusion of the 19th National Congress of the Communist Party of China. She pointed out that the Guizhou Highway Society is an outstanding provincial-level society and a nationally recognized 5A-level society, serving as a vital bridge and link between the government and enterprise workers. The report of the 19th National Congress has outlined the development direction for social organizations. She hopes that the Service Area Working Committee will deeply grasp the spirit of the report, leverage its policy advantages, inject new ideas and concepts into the development of service areas, and contribute to building modern highway service areas—thus becoming a key pillar in driving our province’s transportation sector to achieve new glories and realize the dream of becoming a world-class transportation power.

Ju Rongyun, Deputy Secretary-General of the China Highway Society, highly praised the significance and impact of the establishment of the Service Area Working Committee by the Guizhou Provincial Highway Society. He delivered a special keynote speech titled “The New Positioning of Service Areas and ‘Service Area Plus’” at this conference, outlining the current state of development of highway service areas in China. He emphasized the crucial role of the Highway Service Area Working Committee in the innovative path of service area development and proposed: On the premise of ensuring high-quality service, we will establish a business philosophy that is “market-oriented and passenger-driver-centered.”

The meeting was chaired by Long Wanxue, Deputy General Manager of the company and Secretary-General of the Guizhou Provincial Highway Society. The attending delegates listened to a report by Wang Xiaobo, Deputy General Manager of Guizhou Expressway Investment Co., Ltd. and Head of the Preparatory Group for the Working Committee, on the preparatory status of the Highway Service Area Working Committee of the Guizhou Provincial Highway Society. The meeting reviewed and adopted the "Regulations on the Work of the Highway Service Area Working Committee of the Guizhou Highway Society," discussed and approved the list of members for the first-term Service Area Working Committee, and elected the first-term Chairperson, Vice-Chairpersons, Executive Committee members, Secretary-General, and Deputy Secretary-General of the Highway Service Area Working Committee of the Guizhou Highway Society.

Finally, the meeting held a plaque-unveiling ceremony. Deputy Secretary-General Ju Rongyun, Chairman Zhang Qunli, Secretary Zhu Yongxian, and Minister Li Xin unveiled the plaque for the “Guizhou Provincial Highway Society Highway Service Area Working Committee,” and presented appointment letters to the first-term members of the committee, including the Chairperson, Vice-Chairpersons, Standing Committee members, Secretary-General, and Deputy Secretary-General.
