The inaugural meeting of the Testing and Maintenance Professional Committee of the Guizhou Provincial Highway Society, along with its first plenary committee meeting, was successfully held at our company.


On the afternoon of July 25, 2018, the inaugural meeting and first plenary session of the Testing and Maintenance Professional Committee of the Guizhou Provincial Highway Society (hereinafter referred to as the “Professional Committee”) were held in the large conference room on the 17th floor of our company. During the meeting, the Professional Committee was officially unveiled. Attending the meeting were Pan Hai, Chief Engineer of the Guizhou Provincial Department of Transport; Zhang Qunli, Chairman of the Guizhou Provincial Highway Society; Xu Xianghua, Director of the Guizhou Provincial Local Maritime Administration; Li Xin, Head of the Academic Affairs Department of the Guizhou Provincial Association for Science and Technology; Chen Jianlei, Deputy Director of the Basic Construction Management Division of the Guizhou Provincial Department of Transport, along with other relevant leaders. Also present were Zhang Lin, Chairman of our company, and over a hundred industry experts and scholars representing a total of 62 participating organizations from both within and outside the province—including operational management units, survey and design institutes, testing and inspection agencies, maintenance and construction enterprises, and higher education institutions.


 

The meeting was chaired by Long Wanxue, Secretary-General of the Guizhou Provincial Highway Society. The attending delegates listened to a work report on the preparatory status of the specialized committee, presented by Huang Kunquan, head of the preparatory group for the specialized committee. The meeting reviewed and adopted the "Regulations on the Work of the Testing and Maintenance Specialized Committee of the Guizhou Provincial Highway Society," discussed and approved the list of members for the first session of the Testing and Maintenance Specialized Committee, and elected the first-term chairperson, vice-chairpersons, executive committee members, committee members, secretary-general, and deputy secretary-general of the Testing and Maintenance Specialized Committee of the Guizhou Provincial Highway Society.


Chairman Zhang Lin, on behalf of Kan She Co., Ltd., extended warm congratulations on the establishment of the Testing and Maintenance Professional Committee, and briefly introduced the company’s development journey to the attending leaders and experts.


The meeting featured a solemn unveiling and certification ceremony. Chief Engineer Pan Hai and Chairman Zhang Qunli unveiled the plaque for the “Guizhou Provincial Highway Society’s Testing and Maintenance Professional Committee.” Leaders attending the event, including Director Xu Xianghua, Minister Li Xin, and Deputy Director Chen Jianlei, jointly witnessed the ceremony and presented appointment letters on-site to the first-term Chairperson, Vice Chairpersons, Secretary-General, and Deputy Secretary-General of the Testing and Maintenance Professional Committee.


 

 

Zhang Qunli, Chairman of the Guizhou Provincial Highway Society, delivered a speech at this conference, congratulating the establishment of the specialized committee. He pointed out that the specialized committee is designed to create a platform for mutual exchange and communication among highway inspection and maintenance professionals, with the participation of regulatory authorities. This initiative is essential for the development of the industry and holds significant importance in enhancing our province’s inspection and maintenance standards, ensuring the accuracy and validity of inspection data, promoting the scientific basis of maintenance decision-making, and advancing the development of the province’s inspection and maintenance sector.


 

Li Xin, Head of the Academic Department of the Guizhou Provincial Association for Science and Technology, expressed high appreciation for the timeliness and forward-looking nature of establishing the Specialized Committee on Testing and Maintenance. She pointed out that the Guizhou Highway Society is an outstanding provincial-level association and a national 5A-level society, serving as a vital bridge and link between the government and enterprise workers.

As an important component of the society, the specialized committees should focus on the central mission, serve the overall situation, and take on the transfer of government functions. They have great potential in areas such as scientific and technological assessment, professional qualification certification, development of group standards, and science and technology awards. At the same time, we hope that the specialized committees will leverage the strengths of the Highway Society, ground themselves in the industry’s core tasks and pressing issues, and inject new momentum into the development of inspection and maintenance by helping to realize a new model of highway maintenance characterized by speed, precision, intelligent detection, and the principles of “professionalization, greening, and intelligence.” These committees will thus become a vital platform for driving our province’s transportation sector to achieve even greater success.


 

The meeting concluded with a concluding speech delivered by Comrade Pan Hai, a member of the Party Committee and Chief Engineer of the Guizhou Provincial Department of Transport. First, Pan Hai extended congratulations on behalf of the Provincial Department of Transport to the establishment of the Professional Committee for Testing and Maintenance. He also pointed out that the provincial government has recently set up a leading group for building a transportation powerhouse, with the Governor serving as its head. In terms of highway construction, the Provincial Department of Transport launched the “Quality Engineering” initiative in 2016 and, starting this April, has fully promoted quality engineering across all highways under construction. The establishment of the Professional Committee for Testing and Maintenance is both highly necessary and extremely timely.

At the same time, inspection and maintenance service providers are required to demonstrate a strong sense of social and historical responsibility, adopt an innovative and pragmatic spirit, engage in comprehensive planning, and continuously enhance industry management and technical capabilities. They should employ more advanced inspection techniques and methods, as well as more energy-efficient, environmentally friendly, and green maintenance practices, thereby providing solid guarantees for the quality and safety of transportation infrastructure construction.

Second, the specialized committees should clearly define their roles and set forth specific work objectives. They should propose concrete measures and targets in areas such as building industry think tanks under government regulatory agencies, establishing industry self-regulatory management platforms, facilitating professional technical exchanges and skills training, promoting the application of new technologies, and enhancing industry brand promotion—thereby effectively elevating the technological level of the inspection and maintenance sector.
