The outline review meeting for the "Technical Specifications for Highway Operation and Management" was successfully held in Beijing.

2018 Year 12 Moon 13 On [date], the review meeting for the outline of the “Technical Code for Operation and Management of Expressways,” a standard jointly edited by our company and the Highway Research Institute of the Ministry of Transport (hereinafter referred to as the “Code”), was successfully held in Beijing. Attending the meeting were Long Wanxue, Deputy General Manager of our company, Wu Dahong, Secretary to the General Manager, and other personnel involved in the preparation of the Code.

The meeting was chaired by Wang Wei from the Highway Branch of the China Engineering Construction Standardization Association. Attending the review meeting were He Yong, Deputy Director of the Highway Research Institute of the Ministry of Transport; Liu Yilin, Deputy Secretary-General of the Highway Branch of the China Engineering Construction Standardization Association; Shen Yi, Head of the Highway Branch of the China Engineering Construction Standardization Association; Gao Yulan from the Shanxi Provincial Department of Transport, who served as the chief reviewer; and other review experts, including Yang Liang from the Maintenance Division of the Highway Bureau of the Ministry of Transport, He Zhigao from the Road Network Division of the Highway Bureau of the Ministry of Transport, Wang Chaohai from the Jiangsu Provincial Department of Transport, Wu Zanping from Jiangsu Transportation Holding Co., Ltd., Li Yiqian from China Communications Infrastructure Maintenance Group Co., Ltd., Guo Yuedong from the Xingfen Management Office of Hebei Expressway, and Li Hongyin from Qilu Transportation Development Group Co., Ltd. Also present were leaders, experts, and representatives from the drafting group of the standard from various organizations involved in highway management, operation, and maintenance.

Dr. Hai Fang and the research team from the Highway Scientific Research Institute of the Ministry of Transport gave a detailed report on the background, overall situation, and specific content of the draft “Regulations.” After careful review and discussion, the expert panel tasked with examining the draft outline unanimously agreed that it is both necessary and timely to develop these “Regulations” in order to further enhance the operational services and management standards of expressways and promote the scientific, standardized, and normative approach to expressway operations and management. The content of the draft outline is generally comprehensive, the division of labor among the drafting team is largely reasonable, and the proposed implementation plan is broadly feasible, thus adequately meeting the needs of the “Regulations” development process. At the same time, the expert panel offered comments and suggestions regarding the title of the “Regulations,” the survey design, and the optimization of chapter structure. The successful conclusion of this draft outline review meeting has laid a solid foundation for the next stage of the “Regulations’” development.
