2019 Year 5 Moon 25 On [date], the “Digital Highway Construction and Development Forum,” hosted by the Organizing Committee of the China International Big Data Expo and co-organized by the Guizhou Provincial Department of Transport and the Road Network Monitoring and Emergency Command Center of the Ministry of Transport, with support from Guizhou Provincial Transportation Planning, Surveying and Design Research Institute Co., Ltd. (hereinafter referred to as “our company”), was held at the Guiyang International Eco-Conference Center. 2 Building 4 The meeting was successfully held.

The meeting was attended by leaders including Tao Changhai, Vice Governor of the Guizhou Provincial Government; Xie Xiaoyao, Vice President of Guizhou Normal University; Hong Xiaofeng, Deputy Director of the Science and Technology Department of the Ministry of Transport; and Gao Weidong, Party Secretary and Director of the Guizhou Provincial Department of Transport. Our company’s Chairman Zhang Lin and General Manager of the Technology Division Du Yan led the delegation to the meeting. Leaders, academicians, renowned domestic and international experts and scholars, as well as representatives from enterprises—including those from the transportation industry, research institutions, the national smart transportation sector, and the three major telecom operators—gathered together to discuss the application and development of cutting-edge technologies such as artificial intelligence, autonomous driving, and vehicle-to-vehicle coordination in the highway sector, and jointly explore new models for the integrated development of the internet, big data, artificial intelligence, and transportation.

Hong Xiaofeng, Deputy Director of the Science and Technology Department of the Ministry of Transport, believes that Guizhou’s big data industry is thriving, and the integration of big data with the transportation sector is becoming comprehensive and deeply entrenched, yielding abundant achievements. The Guizhou Provincial Department of Transport has been actively exploring ways to build smart transportation and facilitate the transformation and upgrading of the transportation industry, fully leveraging big data thinking. This approach provides valuable lessons and experiences for the development of digital highways and smart transportation, thereby promoting high-quality development in the transportation sector.

Gao Weidong, Director of the Guizhou Provincial Department of Transport, stated that the continuous integration of Guizhou’s transportation sector with big data, the internet, and artificial intelligence technologies has opened up vast opportunities for enhancing the industry’s governance capabilities and maximizing the satisfaction of the public’s demand for higher-quality transportation services. Moving forward, Guizhou will launch pilot projects centered on the construction of digital highways. By conducting comprehensive digital collection and processing of highway infrastructure and functional mechanisms, the province will aggregate perceptual data from roads, bridges, tunnels, people, and vehicles, thereby promoting the integrated application of cutting-edge technologies such as artificial intelligence, autonomous driving, and vehicle-to-vehicle coordination on expressways.

The forum invited Lu Huapu, Director of the Transportation Research Institute at Tsinghua University; Wang Gang, Deputy Director of the Road Network Monitoring and Emergency Response Center of the Ministry of Transport; Cen Yanqing, Deputy Director of the Scientific Research Institute of the Ministry of Transport; and the Deputy General Manager of the Government and Enterprise Customer Division of China Mobile Communications Group Co., Ltd. and General Manager of China Mobile Intelligent Travel Network Technology Co., Ltd., as well as Huawei. C-V2X The Chief Technology Officer delivered presentations on “An Intelligent Transportation Development Strategy for Building a Transportation Powerhouse,” “Innovation-Driven: Ushering in a New Era of Smart Road Network Construction,” and “Design and Demonstration Construction of China’s Smart Expressways.” 5G Application of Vehicle Coordination in Smart Highways》, C-2VX The keynote report titled “Enabling Smart Transportation and Autonomous Driving.” Currently, “The digital economy is becoming a key driver of global economic growth. As an important pillar of the national economy, the transportation industry has entered a development trend—moving from ‘informatization’ toward ‘digital intelligence’—which is both an inevitable requirement of the times and a natural progression for the industry.” Attendees unanimously agreed that integrating cutting-edge technologies such as artificial intelligence, autonomous driving, and vehicle-road cooperation into the highway sector, and leveraging digitalization to propel the modernization of transportation, will significantly enhance transportation efficiency, ensure road safety, improve environmental quality, and lead the transformation and upgrading of transportation infrastructure.

During the conference, Vice Governor Tao Changhai and Deputy Director Hong Xiaofeng jointly unveiled the “Guizhou Digital Transportation Research Institute.” The unveiling ceremony was held, and appointment letters were presented to the Institute’s chief expert, Academician Xu Zongben; specially invited expert Lu Huapu, Director of the Transportation Research Institute at Tsinghua University; Wang Gang, Deputy Director of the Road Network Monitoring and Emergency Response Center at the Ministry of Transport; Cen Yanqing, Vice President of the Highway Scientific Research Institute at the Ministry of Transport; and Xie Xiaoyao, Vice President of Guizhou Normal University. Pan Hai, a member of the Party Committee of the Guizhou Provincial Department of Transport, and Zhang Lin, Chairman of our company, respectively represented the Guizhou Provincial Department of Transport and the “Guizhou Digital Transportation Research Institute,” as well as the Joint Conference Office of the Ministry of Transport’s Road Network Monitoring and Emergency Response Center, the Ministry of Transport’s “Travel Cloud” Platform, and the Comprehensive Transportation Big Data Application Center, signing a strategic cooperation agreement. Together, they will collaborate on the construction of digital highways in Guizhou Province.
