In accordance with the spirit of the document “Notice on the Recognition and Cultivation of the Guizhou Big Data Innovation Center and the Guizhou Innovation and Entrepreneurship Base” (Qian Shu [2020] No. 34) issued by the Guizhou Provincial Big Data Development Bureau, Guizhou Provincial Transportation Planning, Survey & Design Research Institute Co., Ltd. and its wholly-owned subsidiary, Guizhou Hongxinda High-Tech Co., Ltd., as the construction entities, are responsible for the construction and operation of the “Guizhou Province Expressway Intelligent Management Big Data Innovation Center—ETC Gate Monitoring, Operation & Maintenance System and Command Center” (hereinafter referred to as the Big Data Innovation Center). The Guizhou Provincial Highway Network Toll Collection and Management Center has approved the establishment of the Big Data Innovation Center, which is the first big data innovation center in our province’s transportation sector to be approved by the Provincial Big Data Administration.
The soon-to-be-launched Big Data Innovation Center will provide comprehensive operation and maintenance management services for ETC gantry systems to provincial centers and road section operators, enabling intelligent and platform-based management, promoting the digital transformation of the industry, and leveraging technologies such as big data and cloud computing to enhance the decision-making capabilities of management agencies and improve the operational efficiency of operator entities.
The recent goals of the Big Data Innovation Center include building a smart management platform for highways, integrating it with the ETC gantry monitoring and operation & maintenance system and the intelligent toll collection management system; achieving partial lane-level intelligent (unmanned) toll collection; enabling smart, interconnected toll collection across selected parking areas and service zones; developing a visualized, precision-based tolling system; conducting data analytics applications for expanded ETC use cases; and building highway inspection and enforcement applications.
The mid-term goal is to promote cross-regional and cross-sectoral horizontal collaboration in road administration enforcement and emergency response; enhance the management of networked toll collection and improve customer service levels; build and share toll data resources; advance the implementation of a free-flow smart toll collection model; and establish an MQI evaluation system for ETC electronic non-stop toll collection on expressways in Guizhou Province.
The long-term goal is to fully implement big data applications in highway management operations, modernize the governance capabilities of the highway industry, and enhance the level of refined management and customer service.
