Recently, the China Highway Construction Industry Association announced the results of the 2020-2021 Li Chun Award (High-Quality Highway and Transportation Engineering Award). The Guangxi Liuzhou (Luzhai) to Nanning Expressway Reconstruction and Expansion Project—and the Chongqing Jiulongpo to Yongchuan Expressway (Capacity Expansion of the Chengdu-Chongqing Expressway)—both supervised by Guizhou Lutong Engineering Management Consulting Co., Ltd., were honored with the Li Chun Award.

Since entering the project site, the company’s supervision personnel have consistently adhered to the principle of “prioritize character before undertaking tasks,” exercising strict control over quality, schedule, investment, and safety. They have successfully completed every supervision assignment and received unanimous praise from all participating parties. The Liuzhou-Nanning Expressway has officially completed its renovation and expansion project and smoothly opened to traffic, with completion and acceptance inspections finalized in May 2019. The project spans approximately 248 kilometers and represents the longest single-phase approved bidirectional eight-lane expressway renovation and expansion project in China. It is also a flagship demonstration project for green highways designated by the Ministry of Transport and Guangxi’s first national-level thematic demonstration project for “green highways,” earning the nickname “Guangxi’s Premier Highway.” During construction, the project was recognized by the Autonomous Region’s Department of Transportation as a model “Safe Construction Site,” and the supervisory office was successively awarded titles such as Advanced Unit for Safety Production Management and Advanced Supervisory Office.

The Chongqing Jiulongpo to Yongchuan Expressway is part of the “One Artery” within the “Three Rings, Twelve Radials, and Seven Connecting Lines” of Chongqing’s expressway network plan (2013–2030)—the Chengdu-Chongqing Expressway Capacity Expansion Project. The total length of the expressway is 49.314 kilometers, running from Chongqing’s main urban area through Jiulongpo, Jiangjin, Bishan, to Yongchuan. It features seven toll stations and one service area. Specifically, the section from the S7 Gaoxin South Toll Station (formerly the S5 Jiulongpo Toll Station) to the Xiaokan Interchange is designed for a speed limit of 100 kilometers per hour with six lanes in each direction; the section from the Huaguo Mountain Interchange to the Yongchuan South Toll Station is designed for a speed limit of 80 kilometers per hour with four lanes in each direction.
