On April 8, 2021, Guizhou Maritime Silk Road International Investment Co., Ltd. and Southwest Chemical Research & Design Institute Co., Ltd. held a cooperation meeting and signed a strategic cooperation agreement in Guiyang. The meeting was chaired by Zhang Lin, Chairman of Kan She Shares and Chairman of Maritime Silk Road Company. Zhang Hui, General Manager of Hai Shang Si Lu Company, and Chen Jian, Secretary of the Party Committee and General Manager of Southwest Chemical, signed the agreement on behalf of their respective sides.

At the signing ceremony, provincial and municipal leaders expressed their full recognition and appreciation for the cooperation between the two sides. They expressed hope that, through complementary collaboration, both parties could further actively engage in Guizhou Province’s energy development and promote the integrated application of efficient, clean energy. By turning technological innovations into marketable products and leveraging market-driven approaches, they aim to seize the technological high ground and become industry standard setters.
This signing focuses on cooperation in areas including project planning and design, joint manufacturing of撬装甲醇-to-hydrogen equipment, construction of hydrogen energy infrastructure, standard-setting, technology packages for biomass-to-hydrogen production, and the joint promotion of real-time online monitoring equipment for hydrogen quality used in fuel cells.
Building on their existing cooperation in areas such as the design and construction of integrated energy service stations and collaborative efforts in biomass-to-hydrogen technologies, the two parties will now embark on deeper collaboration in the hydrogen energy industry. Leveraging their respective strengths, they will pursue this cooperation under the principles of "complementary advantages, shared resources, synchronized technology, and integration of production and research."

Guizhou Maritime Silk Road International Investment Co., Ltd. is a company jointly established in Guiyang through the investment of four enterprises: Guizhou Changtong Group, Guizhou Exploration & Design Co., Ltd., China Electric Engineering Construction Corporation Guizhou Engineering Company, and China Electric Engineering Construction Corporation Guizhou Electric Power Design Institute. The company’s development strategy focuses on international cooperation through both “going global” and “attracting foreign investment,” with its core business sectors including urban infrastructure, power generation, new energy, environmental protection, and industrial investment. Currently, the company has launched specialized collaborations in South Asia covering infrastructure, big data, and power equipment manufacturing. Additionally, as the representative office of the Guizhou Department of Commerce in India, the company is building a cooperative platform for the South Asian region. The company has invested in German hydrogen energy planning and equipment manufacturing enterprises, and has established international cooperation channels and mechanisms with countries including Germany and Austria in advanced hydrogen production technologies, fuel cell equipment, and technology R&D.
