Recently, the Ministry of Transport released the “2022 Directory of Model Creditworthy Enterprises in the Highway and Water Transport Engineering Construction Sector.” As the only design enterprise from Guizhou Province, Kan She Co., Ltd. was successfully included in the directory. Additionally, Guizhou Lutong Engineering Management Consulting Co., Ltd., a wholly-owned subsidiary of Kan She Co., Ltd., was also successfully included as the only supervision enterprise from Guizhou Province.

Typical enterprises demonstrating good faith in the highway and waterway construction sector are identified every two years and categorized into three types: design firms, construction firms, and supervision firms. In the 2022 directory of typical enterprises demonstrating good faith in the highway and waterway construction sector, four enterprises from Guizhou were listed (one design firm, two construction firms, and one supervision firm).

The “Notice of the General Office of the Ministry of Transport on Defining and Incentivizing Model Enterprises That Uphold Integrity in the Construction of Highway and Waterway Projects” (JTBS [2018] No. 11) issued in 2018 stipulates:

Typical enterprises that uphold integrity in the field of highway and waterway engineering construction shall simultaneously meet the following three conditions:

1. In the field of waterway construction projects, the entity must have maintained a national comprehensive credit rating of AA for two consecutive years; in the field of highway construction projects, the entity must have maintained a national comprehensive credit rating of AA for three consecutive years, or have maintained a national comprehensive credit rating of AA for two consecutive years while the number of provinces with annual credit ratings of AA or higher is no fewer than two each year.

II. Over the past five years, there have been no records of administrative penalties or other adverse credit entries imposed by transportation authorities at the provincial level or above in the field of highway and waterway construction projects, and there are no records of serious misconduct (with a direct credit rating of Grade D).

III. The blacklist does not include entities listed in other sectors; it primarily refers to the list of untrustworthy enterprises from other sectors that have been included in the National Credit Information Sharing Platform.

The following key incentive measures will be adopted for model enterprises that have demonstrated integrity in the construction of highway and waterway projects:

1. During the administrative approval process for highway and waterway construction markets and engineering projects, prioritize or expedite the processing.

II. During administrative inspections of the highway and waterway construction market as well as engineering construction projects, moderately reduce the frequency of inspections.

3. In the bidding or competitive negotiation processes for transportation projects funded by government investment and transportation projects under public-private partnership models, preferential treatment will be given, such as reducing the margin deposit ratio, increasing the proportion of advance payments for construction works, and offering credit incentives. Under otherwise equal conditions, these projects will be given priority consideration.

4. Provide certain preferential measures in aspects such as the review and verification of road transport enterprises, determination of business scope, and bidding for transportation routes.

V. Give priority support to model enterprises that uphold integrity, and when introducing preferential policies and facilitation measures, give priority to pilot programs.

Six, priority will be given to recommending enterprises for national and local awards such as the National Award for High-Quality Highway and Water Transport Projects. The credit standing of model enterprises that uphold integrity will serve as an important reference for various departments when awarding honorary certificates, commendations, and other prestigious titles within their respective industries and fields, and these enterprises will be given priority in receiving rewards and recognition.

7. Publicly promote the creditworthiness of model enterprises that uphold integrity on the “Credit Transportation” website and mainstream media, further enhancing their social influence.

8. Support local transportation authorities in adopting more incentive measures within their respective industries and fields.

9. In the bidding and tendering processes for transportation infrastructure projects invested in by enterprises, as well as in project contracting and market transactions, tenderers and project entities are encouraged to offer preferential treatment to bidders, including waivers or reductions of bid bonds, performance bonds, and quality bonds; increases in the proportion of advance payments for projects; and credit-based incentives. Under otherwise equal conditions, such preferential treatments shall be given priority consideration.
